Treasury FHA-HAMP: Overview

In July 2009, FHA launched the FHA-Home Affordable Modification Program to provide assistance to borrowers to modify their mortgages to provide more affordable payments. Under Chapter VI of the MHA Handbook, FHA-insured first lien mortgage loans that are modified under FHA-HAMP are eligible for certain incentive payments under HAMP.

The incentive eligibility guidelines for the Treasury FHA-HAMP are detailed further in the servicer documents listed below.

MHA Handbook and Guidance

Making Home Affordable Handbook v4.4
Chapter VI of the MHA Handbook provides guidance to FHA servicers for adoption and implementation of Treasury FHA-HAMP. Provides pay-for performance incentive compensation to borrowers and pay-for-success incentive compensation to servicers for FHA insured first lien mortgages that are modified, on or after August 15, 2009, pursuant to FHA's Mortgagee Letters 2009-23, 2009-35, 2009-39, 2010-04, 2010-11 and 2012-22.

MHA Compensation Matrix

This matrix provides a summary of servicer, investor, and borrower compensation by program. Frequency, payee/beneficiary, amounts, and timing are provided, as well as the data attributes used for each calculation.

  • MHA Third Party Authorization Form

  • Borrowers should use the form to provide authorization to third parties including but not limited to: the MHA Support Centers (HSC and MHA Help), attorneys, housing counselors, non-borrower family members, servicers, Housing Finance Agencies and any other non-borrower individuals or groups assisting the borrower with their loan modification, to provide and discuss the borrowers’ personal information. Servicers, subject to applicable law, must accept the form.
